Tiffany Frierson provides guidance and technical assistance in the administration of Virginia’s Title I programs, as the State Title I Coordinator. She works with the other Title I team members to provide policy interpretation, ensure program compliance, and fiscal responsibility of Title I. Tiffany joined the Office of ESEA Programs in 2014 and where she first served as a Title II/Title IVB specialist. Since transferring to the Title I team, she has provided technical assistance to divisions across the state, coordinated federal program monitoring, and managed the Title I, Part D, program. Her first position at the Department was as a Reading First Reading Specialist, where she provided technical assistance to recipients of the Reading First Grant. She started her career as a classroom teacher, and has also served as a summer school administrator, a school level reading specialist, an adjunct instructor, and a division level instructional specialist.

Louise Marks is the Title III Coordinator at the Virginia Department of Education and responsible for the administration of the Title III, Part A, Language Instruction for English Learners and Immigrant Children and Youth program. She provides guidance, compliance expertise, technical assistance, fiscal oversight, and educational programing support to Title III coordinators across the state. Prior to joining the Department in 2016, Louise was an EL teacher, SIOP coach, and instructional specialist for English learners in Chesterfield County Public Schools. She has been an elementary teacher in inner-city and rural schools in both England and America and has worked with several universities as a student teacher mentor. Louise is proud to be a first generation immigrant to the USA.

Stacy Freeman has been working in Title III at VDOE since 2005. In that capacity, she is the specialist assigned to divisions in Regions I, II, IV and V that submit applications to OMEGA and develops and edits Title III technical assistance documents. In addition, she provides guidance for the federal civil rights requirements for EL education as well as ESSA and USED and other federal agency policy documents regarding providing services to ELs. She also provides federal program monitoring to assigned divisions for Title III compliance. Prior to joining VDOE, Stacy served as the secondary ESL coordinator for Harrisonburg City Schools and ESL specialist for Winchester City Schools. She has also served as a high school EL teacher in Virginia and taught citizenship and ESL courses for community organizations and colleges in California and Russia. She holds a B.A. in both English and Philosophy from Old Dominion University, a M.Ed. in Curriculum Design from George Mason University, and a post-graduate certificate in International TESOL Program Design from the University of California, Los Angeles.

Aaron Monroe, a native of Atlanta, Georgia, relocated to Virginia in 2014 and embarked on a career in education. He began his journey as a middle school math teacher in Chesterfield County, where he honed his instructional skills and demonstrated unwavering commitment to student success. In due course, he transitioned into a leadership role as Site Coordinator for a 21st CCLC program and later District Coordinator for a non-profit organization. In the winter of 2022, Aaron joined the Virginia Department of Education (VDOE) and has since been an integral part of the Title II and Title IV programs, providing valuable insights and innovative solutions to complex challenges. His expertise, professionalism, and passion for education have earned him a reputation as a highly skilled and accomplished educator.

He serves as the Ombudsman for equitable services to private schools and leads Virginia’s Equitable Services Workgroup to enhance collaboration among nonprofit private schools and school divisions. He also serves as a VDOE representative for the Virginia Association of Federal Education Program Administrators (VAFEPA).

Anthony has 23 years of experience in the field of education. He was employed with Newport News Public Schools (NNPS) for 19 years. During those 19 years with NNPS, Anthony Served as an Elementary School Teacher, Family and Community Engagement Specialist, Title I Supervisor, and Extended Learning Administrator. Currently Anthony serves as an Educational Specialist for Title IV, Part A, Student Support and Academic Enrichment, and Title IV, Part B, 21st Century Community Learning Centers (CCLC) Federal Programs with the Virginia Department of Education. Anthony earned a Bachelor of Arts Degree in English with a concentration in Language Arts from Christopher Newport University (2000) after transferring from South Carolina State University where he majored in Elementary Education (1999). In 2011, Anthony earned his Master of Education Degree with a concentration in Educational Administration from Strayer University. Anthony is married to Felicia and they are the proud parents of three boys, Tyhier (Ty-Ear) 24, Tayvon 19, and Trace 16. Anthony was also a little league football and baseball coach for 15 years. Anthony believes that if a teacher effectively instructs a child, they have the ability to transform a child. Of this transformation, evolves a student with a strong educational foundation and values education as a necessity.

Stacy Freeman has been working in Title III at VDOE since 2005. In that capacity, she is the specialist assigned to divisions in Regions I, II, IV and V that submit applications to OMEGA and develops and edits Title III technical assistance documents. In addition, she provides guidance for the federal civil rights requirements for EL education as well as ESSA and USED and other federal agency policy documents regarding providing services to ELs. She also provides federal program monitoring to assigned divisions for Title III compliance. Prior to joining VDOE, Stacy served as the secondary ESL coordinator for Harrisonburg City Schools and ESL specialist for Winchester City Schools. She has also served as a high school EL teacher in Virginia and taught citizenship and ESL courses for community organizations and colleges in California and Russia. She holds a B.A. in both English and Philosophy from Old Dominion University, a M.Ed. in Curriculum Design from George Mason University, and a post-graduate certificate in International TESOL Program Design from the University of California, Los Angeles.

Aaron Monroe, a native of Atlanta, Georgia, relocated to Virginia in 2014 and embarked on a career in education. He began his journey as a middle school math teacher in Chesterfield County, where he honed his instructional skills and demonstrated unwavering commitment to student success. In due course, he transitioned into a leadership role as Site Coordinator for a 21st CCLC program and later District Coordinator for a non-profit organization. In the winter of 2022, Aaron joined the Virginia Department of Education (VDOE) and has since been an integral part of the Title II and Title IV programs, providing valuable insights and innovative solutions to complex challenges. His expertise, professionalism, and passion for education have earned him a reputation as a highly skilled and accomplished educator.

In addition, she provides guidance for the federal civil rights requirements for EL education as well as ESSA and USED and other federal agency policy documents regarding providing services to ELs. She also provides federal program monitoring to assigned divisions for Title III compliance. Prior to joining VDOE, Stacy served as the secondary ESL coordinator for Harrisonburg City Schools and ESL specialist for Winchester City Schools. She has also served as a high school EL teacher in Virginia and taught citizenship and ESL courses for community organizations and colleges in California and Russia. She holds a B.A. in both English and Philosophy from Old Dominion University, a M.Ed. in Curriculum Design from George Mason University, and a post-graduate certificate in International TESOL Program Design from the University of California, Los Angeles.

Prior to joining the Department in 2017, Michael served as a school division Title II, and Title IV grants coordinator and also an elementary school principal. He began his career as an elementary school teacher.

Tiffany Frierson provides guidance and technical assistance in the administration of Virginia’s Title I programs, as the State Title I Coordinator. She works with the other Title I team members to provide policy interpretation, ensure program compliance, and fiscal responsibility of Title I. Tiffany joined the Office of ESEA Programs in 2014 and where she first served as a Title II/Title IVB specialist. Since transferring to the Title I team, she has provided technical assistance to divisions across the state, coordinated federal program monitoring, and managed the Title I, Part D, program. Her first position at the Department was as a Reading First Reading Specialist, where she provided technical assistance to recipients of the Reading First Grant. She started her career as a classroom teacher, and has also served as a summer school administrator, a school level reading specialist, an adjunct instructor, and a division level instructional specialist.

Michael Courtney provides support and technical assistance for Title IV, Part A, Student Support and Academic Enrichment program and Title IV, Part B, 21st Century Community Learning Centers (CCLC) programs. He provides guidance, compliance expertise, technical assistance, monitoring, and fiscal oversight to the Title IV, Part A grantees statewide. In the 21st CCLC program, Michael coordinates the state evaluation process and federal reporting. In additions he provides programmatic guidance, fiscal oversight, and technical assistance to school divisions and community-based organizations in regions I and VI. Prior to joining the Department in 2017, Michael served as a school division Title II, and Title IV grants coordinator and also an elementary school principal. He began his career as an elementary school teacher.

Sarah is a Title I Specialist, working with Parts A and C. She supports Regions 5 and 7 and is the state Migrant Education Director. Sarah has a bachelor’s degree in psychology from the University of Virginia and a Master’s in Elementary Education from Notre Dame College in Manchester, NH. Prior to joining the VDOE, Sarah spent 24 years teaching, moving from being a classroom teacher with a focus on science and math, to a gifted resource teacher and math specialist. Before becoming an educator, Sarah worked in property and casualty insurance for State Farm and Electric Mutual insurance companies.

Stacy Freeman has been working in Title III at VDOE since 2005. In that capacity, she is the specialist assigned to divisions in Regions I, II, IV and V that submit applications to OMEGA and develops and edits Title III technical assistance documents. In addition, she provides guidance for the federal civil rights requirements for EL education as well as ESSA and USED and other federal agency policy documents regarding providing services to ELs. She also provides federal program monitoring to assigned divisions for Title III compliance. Prior to joining VDOE, Stacy served as the secondary ESL coordinator for Harrisonburg City Schools and ESL specialist for Winchester City Schools. She has also served as a high school EL teacher in Virginia and taught citizenship and ESL courses for community organizations and colleges in California and Russia. She holds a B.A. in both English and Philosophy from Old Dominion University, a M.Ed. in Curriculum Design from George Mason University, and a post-graduate certificate in International TESOL Program Design from the University of California, Los Angeles.

Gueringe’ Richardson holds a bachelor’s degree in English, a master’s degree in Curriculum and Instruction and post-master’s degree in Education Leadership - Administration and Supervision. She began her career in education teaching middle school English. After teaching middle school for ten years, she moved on to teach high school English. After being in the classroom for 13 years, Gueringe’ became a division literacy coach and then she quickly moved into administration. Gueringe’ was promoted to central office and became the districts School Improvement Specialist. After serving in that role for 3 years, Gueringe’ went on to serve in a few more roles in central office to include Secondary English Language Arts Specialist and Secondary Title I, Reading Specialist. She also worked as a part-time Pearson Learning School Turnaround Specialist for a few years. Gueringe’ has served as a VDOE Title I, Part A/D Specialist for just under two years. This position allows her the opportunity to work with fellow educators across the state of Virginia.
